City officials in Texarkana have formally approved the launch of a new trolley-style bus service aimed at enhancing tourism, improving regional transit access, and revitalizing key areas of the city’s downtown corridor. The plan, passed unanimously by the joint city councils of Texarkana, Texas, and Texarkana, Arkansas, is being hailed as a major step forward in regional mobility and economic development.
The new trolley bus system will feature vintage-style vehicles outfitted with modern amenities, designed to reflect the historic charm of Texarkana while providing reliable, eco-friendly transportation to popular destinations on both sides of the state line. City leaders confirmed the trolley line will initially run along a fixed loop through downtown Texarkana, connecting landmarks such as the Perot Theatre, Union Station, the Ace of Clubs House, the U.S. Post Office that straddles two states, and local shopping and dining areas.
“This trolley project is about more than just getting from point A to B,” said Texarkana, Texas Mayor Bob Bruggeman. “It’s about investing in our downtown, creating memorable experiences for visitors, and providing accessible public transportation for residents.”
The project is scheduled to roll out in early 2026, with phase one including two trolley vehicles operating on a 20- to 30-minute schedule during peak tourism hours. Rides will be free during the initial pilot period, with future options for affordable fares or city pass integration.
The trolley buses will also serve as a unique feature for tourists, offering guided audio commentary about Texarkana’s dual-state history, architecture, music roots, and famous figures such as Scott Joplin and Ross Perot. City planners say they hope the trolley system will encourage pedestrian traffic and support small businesses in the downtown core.
“This is a fun, functional, and family-friendly way to experience our city,” said Texarkana, Arkansas Mayor Allen Brown. “We believe this will not only improve mobility but also support economic growth by drawing people into shops, restaurants, museums, and events.”
The initiative is funded through a combination of federal transportation grants, local development funds, and support from regional tourism partnerships. City officials also confirmed that accessibility features, including wheelchair lifts, priority seating, and visual/audio aids, will be integrated to ensure that the service is inclusive.
Public input played a significant role in shaping the plan. During the development phase, residents voiced support for more non-car travel options, particularly those that connect cultural landmarks and reduce downtown parking demand.
Transportation planners are also evaluating future phases, which could expand the trolley route to include stops near public parks, Texas A&M-Texarkana, and key retail centers. The city has already begun coordinating with local businesses and event organizers to align the trolley schedule with popular festivals, markets, and concerts.
With the introduction of this trolley system, Texarkana joins a growing number of mid-sized U.S. cities that are blending heritage tourism with modern transit solutions. Officials say the project aligns with broader efforts to enhance livability, encourage sustainability, and make downtown Texarkana a more vibrant destination.
